Employment Incentive -   The Work Opportunity Tax Credit (WOTC) is a federal income tax credit that provides an incentive for private for profit employers to hire individuals of certain target groups, which have traditionally faced significant barriers to employment. Employers can save up to $2,400 per new hire. WOTC applies only to new employees hired after September 30, 1996.

Child Labor - This site covers hours of work, time of day and prohibited employment for minors 11 through 17 years of age.   

Work Permits – Minors are required to have work permits.  The minor being hired may obtain a work permit at the Racine County Workforce Development Center, 1717 Taylor Avenue.  They should enter the building at the north entrance and ask the receptionist for the Career Development Center, where work permits are issued.

Required documents:

·        the minor's birth certificate
(or other proof of age  to include a verified baptismal certificate, a driver’s license or photo ID card issued by the Wisconsin Department of Transportation)

·        social security card

·        hiring statement from the employer, explaining job duties, hours of work

·        written parent’s consent

·        a $5.00 fee – in cash only

Fidelity Bonding Program- Access free business insurance policies that protect the employer in case of any loss of money or property due to employee dishonesty. It is like a "guarantee" to the employer that the person hired will be an honest worker.

Federal Employer Identification Number (EIN) - Before hiring employees, a business must obtain an EIN. Also known as a Federal Tax Identification Number, the EIN is a nine-digit number that the Internal Revenue Service assigns to businesses.  The IRS uses this number to identify taxpayers that are required to file various business tax returns.

Wisconsin Employer Registration - Businesses hiring their first employee must register with the State of Wisconsin to secure an Unemployment Insurance (UI) tax account number. This online application is solely for the purpose of obtaining a UI account number and will not register the employer for any other tax program.

Federal I-9 Employment Eligibility Verification Form - This on-line system will assist you in the completion of the I-9 Employment Eligibility Verification Form. First, the system will assist you in determining if you need to complete an I-9 Employment Eligibility Verification form for an employee. Some employees require an I-9 and others do not.  The system will ask a series of questions to make this determination. If an I-9 form is not required, no further action will be required.

If the form is required, the system can be used in two ways. If you have an I-9 form, the system can step you through the process of filling out the form. (A blank I-9 form can be downloaded and either printed or filled out on your computer using Adobe Acrobat Reader).  You also have the option of completing the form on line and viewing and printing out a copy of the I9 form I-9 Eligibity Form
