The EDP for Racine County is built around eight challenges. These challenges represent the areas that most directly affect the economic vitality of the county. They were arrived at through the active involvement of the initial task forces and the analytic work of the consulting team. They form the core of the strategic plan. All of the strategies for the county, as well as the specific action items, are informed by these challenges:
1. To create an entrepreneurial culture in Racine County.
2. To recognize the importance of technology and innovation to the growth of existing businesses and the attraction of new businesses.
3. To utilize the existing natural and cultural resources, recreational opportunities and business location advantages to promote a positive image of Racine County to existing residents and those outside the County.
4. To take advantage of the development opportunities that exist as a result of the Chicago-Milwaukee corridor.
5. To properly link land use with future business development.
6. To improve education and work force training in order to provide for the growth of the population and the economy.
7. To create opportunities for low-income, disadvantaged and minority individuals. To maintain and increase employment in Racine County.
8. To foster a spirit of cooperation between eastern and western Racine County.
